To prevent drivers from stopping where stationary vehicles may disrupt the traffic, or where the environment obstructs the view and such vehicles obstruct the view more.
Except in an emergency, you may stop for short periods, but may not park here. Parking means that a vehicle is stationary (whether the engine is running or not) for a longer period than is needed to load or offload goods or passengers.
Where to expect it: On any road.
