Applications, vehicle licences and professional permits

Prepare for the licensing process and keep the driver’s authority separate from the vehicle’s licence.

Apply and prepare for the learner test

Apply at a DLTC using form LL1 and the identification and address evidence the authority requires. National guidance lists identification, photographs, the booking fee and proof of postal and residential address; confirm the number of photographs and current fee with that centre. Gauteng applicants use the official online booking route. The eye test may be done at the centre or by an optometrist as accepted by the process. Applicants aged 65 or older must complete the required medical form MC.

Study all three tested areas: road rules, signs and signals, and the controls for your vehicle code. Take the required identity document and booking receipt on test day. After passing, pay the prescribed issue fee and check the issued document. An appointment receipt does not itself authorise learner driving.

Identity and address records

The manual recognises prescribed identity documents such as an identity document or card, temporary identification and the applicable passport or foreign identification/traffic-register documentation. Which combination is accepted depends on the applicant’s status and the transaction; check the official requirements before visiting the centre.

Notify the registering authority of a change of address within 14 days, using the prescribed notification process. Keep the address on the licensing record current even if you are not renewing a document that month.

Vehicle licensing is a separate duty

The vehicle licence disc is normally renewed annually and is displayed as prescribed, usually at the lower left of the windscreen. The disc identifies the licensed vehicle; it does not prove that the driver has a licence. A current disc also does not guarantee that the vehicle remains roadworthy.

The manual describes a 21-day vehicle-licence renewal grace period after expiry. Do not transfer that period to an expired learner’s licence or assume every driving document has the same concession. Owners must not permit an unlicensed person to drive and have duties concerning the vehicle’s lawful use. A driver remains responsible for his or her own conduct.

When professional authority is needed

A PrDP is additional authority for prescribed professional driving; an ordinary driving licence by itself is insufficient in those cases. Current national guidance includes goods vehicles over 3,500 kg GVM, breakdown vehicles, buses, specified minibuses, vehicles carrying people for reward, vehicles designed for twelve or more people including the driver, vehicles requiring an operating licence and dangerous-goods vehicles.

The minimum ages in that guidance are 18 for goods vehicles, 21 for passenger vehicles and 25 for dangerous-goods vehicles. The applicant needs the appropriate underlying driving licence and must meet medical, fitness, training and record requirements applicable to the permit. Do not assume that a PrDP for one class authorises every professional operation.

Do not treat an announced proposal as a new licence

The July 2026 government announcement about extending certain driving licence cards to ten years expressly required a regulatory amendment and advised motorists to continue complying with the existing renewal rules. An announcement or draft regulation is not an extension printed onto an existing document. Follow the validity and renewal requirements actually in force for your document.

Worked situation

A car’s licence disc has recently expired while its driver’s learner licence expired two months ago. Even if the vehicle is within its renewal grace period, the expired learner authority does not revive. Renew the vehicle through its process and obtain valid personal authority before driving again.

How to use a dated learner manual

The official learner manual explains everyday driving but is not a complete legal consolidation. These lessons incorporate the inspected corrections identified in their sources. Proposed amendments do not apply merely because they have been announced or published for comment. Local signs, lawful official directions and applicable local rules must still be followed.
